Israel failed to provide evidence that UNRWA employees were involved in terrorist activities according to the IJC. Unless the enemy realizes that they are beaten and surrenders you will always have them claiming that they won by outlasting the Israelis. Israel public opinion has no appetite for war such as the one Trump helped to bring to an end. The Arabs can't be compelled by anything other than their own needs and some American pressure. Maybe the problem with the war was that it was prolonged for two years by ceasefires and particular rules of engagement.
